Notice to Players ~ Recreation Park Local Rules

 

Play is governed by the USGA Rules of Golf, Effective January 2019, the following Local Rules, and the Terms of Competition published on the Long Beach Junior Championships portal. Unless otherwise noted, the penalty for breach of a Local Rule is the General Penalty.

 

TEE MARKERS & HOLE LOCATIONS:  Competitors in the Boys 16-18 flight will play from the BLUE tee markers. Competitors in the Boys 14-15 and Girls 14-18 flights will play from the WHITE tee markers. Competitors in the Boys 11-13 and Girls 11-13 flights will play from the SILVER tees. Flags on each flagstick indicate the following hole locations: red-front; white-middle; blue-back.   

               

EMBEDDED BALL:  Per Rule 16.3a, relief is allowed when a player’s ball is embedded in the General Area. An exception is when the ball is embedded in sand in a part of the General Area not cut to fairway height or less.

 

OUT OF BOUNDS:  Defined by inside edges at ground level, of white stakes, white lines and all boundary fences. The driving range is out of bounds, but the ball must be in the range. On Hole #2, the Gazebo Area left of the green and behind Hole #5 tee is defined by the inside course edge, at ground level, of the curb. On Hole #13, the Maintenance Yard left of the fairway and green is determined by the base of the green fence, gate, and brick fence that surrounds the yard. On Holes #15 and #16, the Practice Area, as defined by white stakes and/or the outside edge of the concrete path is OB. The concrete path itself is deemed to be an obstruction, from which relief may be taken.

               

OBSTRUCTIONS:  Internal protective screens on #3/#5 tee, #4 tee, #8 tee, #13 tee, #16 tee, and #17 tee. The player is not granted line-of-play relief for protective screens. The entire parking lot, as well as the access road between Hole #5-6-9 are obstructions. On Hole #7, a dropping zone is provided for white-lined areas that tie in the Snack Bar behind the green and the Protective Screen on Hole #8 teeing area. On Hole #13, for a ball that is in bounds but in/on the planter or cart path, closer to the hole than at least one of the dropping zones, the ball MUST be played as it lies OR dropped in the closest dropping zone, even if closer to the hole. NOTE: On Holes #1, #2, #3, #6, #14, and #15, the areas between the cart path and the boundary fence as marked with white paint or arrows are considered part of the path when taking relief.  

 

INTEGRAL PARTS OF COURSE:  All landscaped beds, driving range fences, protective screens just inside any boundary fence, and any gates in a perimeter boundary fence are integral parts of the course – no free relief.

 

PROTECTION OF YOUNG TREES:  The young trees identified by stakes are No Play Zones, and if a player’s ball lies anywhere on the course and it lies or touches such a tree or its well, or such a tree or its well interferes with the player’s stance or area of intended swing, the player must take relief under Rule 16.1f.

 

OTHER LOCAL RULES: 

Ball Played From Outside Relief Area When Taking Back-On-The-Line Relief: Model Local Rule E-12 is in effect.

Ground Under Repair Treated as Part of Nearby Obstruction: White lined areas and the artificially-surfaced road or path they tie into are treated as a single abnormal course condition when taking relief under Rule 16.1 (Model Local Rule F-3.1). Where areas of damaged ground are right next to artificially-surfaced roads or paths and rutted or damaged areas adjacent to bunkers where maintenance equipment enters/exits they are treated as a single abnormal course condition when taking relief under Rule 16.1 (Model Local Rule F-3.2)

Immovable Obstructions Close to Putting Greens: Model Local Rule F-5 is in effect, modified as follows – For a ball in the general area, relief is allowed when both the ball and the immovable obstruction lie in an area cut to fairway height or less.

Relief From Seams of Cut Turf: Model Local Rule F-7 is in effect, modified as follows – Relief is for lie of ball only.

Damage by Animals: Model Local Rule F-10 is in effect, modified as follows – Relief is only granted from fresh holes or burrows, and for lie of ball only.

 

SECOND BALL:  Rule 20.1c(3) authorizes play of a second ball when doubtful of your rights or procedures. The competitor’s decision to invoke this rule must be announced to their marker BEFORE the second ball is put into play and before any stroke is played with the original ball. The player must announce which ball will count if the Rules allow. The player must report the facts to the Committee immediately upon completing play. The penalty for failure to do so is Disqualification.

 

PROMPT PACE OF PLAY:  Rule 5.6b states "A round of golf is meant to be played at a prompt pace.” Accordingly, the Committee has established the following Local Rules: A group is deemed out of position when starting the play of any par 4 or par 5, which is clear of all players, and the elapsed time for the round averages 14 minutes or more for the holes completed. In such case, all players in the group shall be notified that they are being observed and timed. A player is subject to penalty if his group is out of position, has been informed that they will be timed, and takes more than 40 seconds to play ANY stroke. Penalties for failure to maintain a prompt pace are as defined: First offense – warning; second offense – one stroke; third offense – two additional strokes; fourth offense – Disqualification.
